The main professional platform for heritage protection authorities


  • The All‑Russian Congress of Authorities Responsible for the Protection of Historical and Cultural Monuments annually brings together heads and specialists from regional authorities responsible for the protection of cultural heritage sites, representatives of the Ministry of Culture of the Russian Federation, and the expert community. This is a place where changes in legislation are discussed, law enforcement practice is reviewed, and common approaches to preserving the country’s heritage are developed.

  • In 2026, the 23rd Congress will be held for the first time as part of the International Exhibition on Architecture, Restoration, Culture and Archaeology «ARCA» — in the new Pavilion No. 20 “Forum” at VDNH. Delegates will have the opportunity not only to participate in discussions but also to get acquainted with the technologies, materials and projects presented by more than 100 exhibitors at the exhibition.

    Reports by the leadership of the Ministry of Culture of Russia and leading experts on improving legislation and the practice of state protection of cultural heritage sites.

  • Round tables and sections

    Urban planning regulation, preservation of UNESCO World Heritage sites, protection of archaeological heritage, restoration and digitalization.

  • Exchange of experience

    Direct professional communication with colleagues from heritage protection agencies in all regions of Russia.

  • Exhibition «ARCA»

    An exhibition of companies and organizations in the fields of architecture, restoration, culture, and archaeology — technologies, materials, and completed projects.

    Visiting the unique venues of VDNH — historical pavilions, museums, and exhibition spaces.
