Personal data processing policy
1. General provisions
This personal data processing policy has been compiled in accordance with the requirements of Federal Law No. 152-FZ dated 27.07.2006 "On Personal Data" (hereinafter referred to as the Personal Data Law) and defines the procedure for processing personal data and measures to ensure the security of personal data undertaken by the Limited Liability Company International Congress Center TIN 9701319088, OGRN 1257700434529, legal address and actual address: 105066, Russian Federation, Moscow, Novoryazanskaya str., 31/7, building 6, room. 2/P (hereinafter referred to as the Operator).

1.1. The Operator's primary goal and condition for carrying out its activities is to respect the rights and freedoms of individuals and citizens when processing their personal data, including the protection of their rights to privacy, personal, and family information.
1.2. This Operator's policy regarding the processing of personal data (hereinafter referred to as the "Policy") applies to all information that the Operator may obtain about visitors to the website https://arcavdnh.ru/en

2. Basic concepts used in the Policy
2.1. Automated processing of personal data - processing of personal data using computer technology.
2.2. Blocking of personal data is the temporary cessation of the processing of personal data (except in cases where processing is necessary to clarify personal data).

2.5. Personal data anonymization is an action that makes it impossible to determine, without using additional information, whether personal data belongs to a specific User or another subject of personal data.
2.6. Personal data processing is any action (operation) or a set of actions (operations) performed using automation tools or without such tools with personal data, including collection, recording, systematization, accumulation, storage, clarification (update, modification), extraction, use, transfer (distribution, provision, access), anonymization, blocking, deletion, and destruction of personal data.
2.7. Operator — a state body, a municipal body, a legal entity or an individual, independently or jointly with other persons organizing and (or) carrying out the processing of personal data, as well as determining the purposes of processing personal data, the composition of personal data to be processed, actions (operations) performed with personal data.
2.8. Personal data — any information relating directly or indirectly to a specific or identifiable User of the website https://arcavdnh.ru/en
2.9. Personal data authorized by the subject of personal data for distribution is personal data to which an unlimited number of persons have been granted access by the subject of personal data by giving consent to the processing of personal data authorized by the subject of personal data for distribution in accordance with the Law on Personal Data (hereinafter referred to as personal data authorized for distribution).
2.10. User is any visitor to the website https://arcavdnh.ru/en
2.11. Personal data provision is an action aimed at disclosing personal data to a specific person or a specific group of persons.
2.12. Personal data dissemination is any action aimed at disclosing personal data to an indefinite group of persons (transfer of personal data) or at making personal data available to an unlimited group of persons, including the publication of personal data in the media, posting in information and telecommunication networks, or providing access to personal data in any other way.
2.13. Cross-border transfer of personal data - transfer of personal data to the territory of a foreign state to a foreign state authority, a foreign individual or a foreign legal entity.
2.14. Destruction of personal data - any actions, as a result of which personal data is destroyed irrevocably with the impossibility of further recovery of the content of personal data in the information system of personal data and (or) the material carriers of personal data are destroyed.

3. The Operator's Basic Rights and Obligations
3.1. The Operator has the right to:
— receive reliable information and/or documents containing personal data from the subject of personal data;
— in the event that the subject of personal data revokes their consent to the processing of personal data, the Operator may continue to process personal data without the subject of personal data's consent, provided that the grounds specified in the Law on Personal Data exist;
— independently determine the composition and list of measures necessary and sufficient to ensure the fulfillment of the obligations provided for by the Personal Data Law and the regulations adopted in accordance with it, unless otherwise provided for by the Personal Data Law or other federal laws.
3.2. The Operator is obliged to:
— provide the subject of personal data with information regarding the processing of his/her personal data upon request;
— organize the processing of personal data in accordance with the current legislation of the Russian Federation;
— respond to the requests and inquiries of the subjects of personal data and their legal representatives in accordance with the requirements of the Law on Personal Data;
— provide the authorized body for the protection of the rights of subjects of personal data with the necessary information upon request within 30 days from the date of receipt of such a request;
— to publish or otherwise provide unlimited access to this Policy regarding the processing of personal data;
— to take legal, organizational, and technical measures to protect personal data from unauthorized or accidental access, destruction, modification, blocking, copying, provision, and dissemination of personal data, as well as from other illegal actions regarding personal data;
— to stop the transfer (distribution, provision, and access) of personal data, stop the processing, and destroy personal data in accordance with the procedures and cases provided for by the Law on Personal Data;
— to fulfill other obligations provided for by the Law on Personal Data.

4. Basic rights and obligations of personal data subjects
4.1. Personal data subjects have the right to:
— receive information concerning the processing of their personal data, except in cases provided for by federal laws. The information is provided to the personal data subject by the Operator in an accessible form, and it should not contain personal data relating to other personal data subjects, except in cases where there are legal grounds for disclosing such personal data.
The list of information and the procedure for obtaining it are established by the Law on Personal Data;
— to request the operator to clarify its personal data, block it, or destroy it if the personal data is incomplete, outdated, inaccurate, illegally obtained, or not necessary for the stated purpose of processing, and to take the measures provided by law to protect their rights;
— to require prior consent when processing personal data for the purpose of promoting goods, works, and services on the market;
— to withdraw consent to the processing of personal data;
— to appeal to the authorized body for the protection of the rights of personal data subjects or to the court for the Operator's unlawful actions or inaction in the processing of their personal data;
— to exercise other rights provided for by the legislation of the Russian Federation.
4.2. Subjects of personal data are obliged to:
— provide the Operator with reliable information about themselves;
— inform the Operator about the clarification (updating, modification) of their personal data.
4.3. Persons who have provided the Operator with false information about themselves or information about another personal data subject without the latter's consent are liable in accordance with the legislation of the Russian Federation.

5. The Operator may process the following personal data of the User
5.1. Surname, name, patronymic.
5.2. E-mail.
5.3. Phone numbers.
5.4. Also, the site collects and processes anonymized data on visitors (including cookies) using Internet statistics services (Yandex Metrica).
5.5. The above data is further referred to as Personal Data in the text of the Policy.
5.6. The Operator does not process special categories of personal data related to race, nationality, political views, religious or philosophical beliefs, or intimate life.
5.7. The processing of personal data that is permitted for dissemination, including special categories of personal data specified in Part 1 of Article 10 of the Personal Data Law, is allowed if the prohibitions and conditions specified in Article 10.1 of the Personal Data Law are observed.
5.8. The User's consent to the processing of personal data that is permitted for distribution is issued separately from other consents to the processing of the User's personal data. In this case, the conditions provided for in Article 10.1 of the Law on Personal Data are observed. The requirements for the content of such consent are established by the authorized body for the protection of the rights of personal data subjects.
5.8.1 The User provides the Operator with their consent to the processing of personal data that is permitted for distribution directly.
5.8.2 The Operator is obliged to publish information on the terms of processing, the existence of prohibitions and conditions for processing personal data by an unlimited number of persons, which are permitted for distribution, within three business days of receiving the User's consent.
5.8.3 The transfer (distribution, provision, access) of personal data authorized by the subject of personal data for distribution must be terminated at any time upon the request of the subject of personal data. This request must include the surname, name, patronymic (if any), contact information (telephone number, email address, or postal address) of the subject of personal data, as well as a list of personal data that is to be terminated. The personal data specified in this request may only be processed by the Operator to whom it is sent.
5.8.4 The consent to the processing of personal data that is permitted for distribution is terminated as soon as the Operator receives the request specified in clause 5.8.3 of this Policy regarding the processing of personal data.

6. Principles of processing personal data
6.1. Processing of personal data is carried out on a lawful and fair basis.
6.2. Processing of personal data is limited to achieving specific, predetermined and lawful goals. Processing of personal data that is incompatible with the purposes of collecting personal data is not allowed.
6.3. It is not allowed to combine databases containing personal data that are processed for purposes that are incompatible with each other.
6.4. Only personal data that meets the purposes of processing is subject to processing.
6.5. The content and scope of the processed personal data correspond to the declared processing purposes. The processed personal data must not be excessive in relation to the declared processing purposes.
6.6. When processing personal data, the accuracy of personal data, its sufficiency, and, if necessary, its relevance to the purposes of processing personal data are ensured. The Operator takes the necessary measures and/or ensures that they are taken to delete or clarify incomplete or inaccurate data.
6.7. Personal data is stored in a form that allows the identification of the subject of personal data for no longer than is necessary for the purposes of processing personal data, unless a federal law or a contract in which the subject of personal data is a party, beneficiary, or guarantor requires otherwise. Personal data is destroyed or anonymized once the purposes of processing have been achieved or if it is no longer necessary to achieve those purposes, unless otherwise specified by federal law.

7. The purpose of processing personal data
7.1. The purpose of processing the User's personal data:
— informing the User by sending emails.
7.2. The Operator also has the right to send the User notifications about new products and services, special offers, and various events. The User can always opt out of receiving information messages by sending an email to the Operator at arca@arcavdnh.ru with the subject line "Opt-out of notifications about new products and services and special offers".
7.3. The anonymized data of Users collected using internet statistics services is used to collect information about Users' actions on the website and to improve the quality of the website and its content.

8. Legal grounds for processing personal data
8.1. The legal grounds for processing personal data by the Operator are:
— the statutory (founding) documents of the Operator;
— federal laws and other regulatory acts in the field of personal data protection;
— the Users' consent to the processing of their personal data and the processing of personal data that is permitted for distribution.
8.2. The Operator processes the User's personal data only if the User fills out and/or submits them independently through special forms located on the website https://arcavdnh.ru/en or sent to the Operator via email. By filling out the relevant forms and/or submitting their personal data to the Operator, the User expresses their consent to this Policy.
8.3. The Operator processes anonymized data about the User if this is allowed in the User's browser settings (saving cookies and using JavaScript technology are enabled).
8.4. The subject of personal data independently decides to provide their personal data and gives consent freely, by their own will, and in their own interest.

9. Conditions for processing personal data
9.1. Processing of personal data is carried out with the consent of the subject of personal data to the processing of his personal data.
9.2. Processing of personal data is necessary to achieve the goals provided for by an international treaty of the Russian Federation or by law, for the implementation of the functions, powers and duties assigned by the legislation of the Russian Federation to the operator.
9.3. Processing of personal data is necessary for the exercise of justice, the execution of a court order, an act of another body or official, which is subject to execution in accordance with the legislation of the Russian Federation on enforcement proceedings.
9.4. Processing of personal data is necessary for the execution of a contract, the party to which or the beneficiary or guarantor of which is the subject of personal data, as well as for the conclusion of a contract at the initiative of the subject of personal data or a contract in which the subject of personal data will be the beneficiary or guarantor.
9.5. The processing of personal data is necessary for the exercise of the rights and legitimate interests of the operator or third parties, or for the achievement of socially significant goals, provided that the rights and freedoms of the subject of personal data are not violated.
9.6. The processing of personal data is carried out, access to which is granted to an unlimited number of persons by the subject of personal data or at their request (hereinafter referred to as public personal data).
9.7. The processing of personal data is carried out, which is subject to publication or mandatory disclosure in accordance with federal law.

10. The procedure for collecting, storing, transferring, and other types of processing personal data
10.1 The security of personal data processed by the Operator is ensured by implementing legal, organizational, and technical measures necessary to fully comply with the requirements of current legislation in the field of personal data protection.
10.2. The Operator ensures the safety of personal data and takes all possible measures to prevent unauthorized access to personal data.
10.3. The User's personal data will never be shared with third parties under any circumstances, except in cases related to the implementation of current legislation or if the subject of personal data has consented to the Operator sharing the data with a third party to fulfill obligations under a civil law contract.
10.4. In the event of inaccuracies in personal data, the User may update them independently by sending a notification to the Operator at the Operator's email address arca@arcavdnh.ru with the subject "Updating of personal data".
10.5. The period of personal data processing is determined by the achievement of the purposes for which personal data was collected, unless otherwise specified in the contract or applicable law.
The User may withdraw their consent to the processing of personal data at any time by sending a notification to the Operator via email to the Operator's email address arca@arcavdnh.ru with the subject "Withdrawal of consent to the processing of personal data."
10.6. All information collected by third-party services, including payment systems, communication tools, and other service providers, is stored and processed by these parties (Operators) in accordance with their User Agreement and Privacy Policy. The subject of personal data and/or the User is responsible for reviewing these documents in a timely manner. The Operator is not responsible for the actions of third parties, including the service providers mentioned in this section.
10.7. The prohibitions on the transfer (except for granting access) and processing (except for obtaining access) of personal data that are permitted for dissemination, established by the personal data subject, do not apply in cases where personal data is processed in the public, social, and other interests defined by the legislation of the Russian Federation.
10.8. The Operator ensures the confidentiality of personal data during the processing.
10.9. The Operator stores personal data in a form that allows the identification of the personal data subject for no longer than is necessary for the purposes of processing personal data, unless a federal law or a contract in which the personal data subject is a party, beneficiary, or guarantor requires otherwise.
10.9. The termination of personal data processing may be based on the achievement of the purposes of personal data processing, the expiration of the personal data subject's consent, the revocation of the personal data subject's consent, or the discovery of unlawful personal data processing.

11. List of actions performed by the Operator with the received personal data
11.1. The Operator collects, records, systematizes, accumulates, stores, clarifies (updates, changes), retrieves, uses, transfers (distributes, provides, accesses), anonymizes, blocks, deletes, and destroys personal data.
11.2. The Operator performs automated processing of personal data with or without receiving and/or transmitting the received information via information and telecommunication networks.

12. Cross-border transfer of personal data
12.1. Before the implementation of cross-border transfer of personal data, the operator shall make sure that the foreign state to which the transfer of personal data is to be carried out provides reliable protection of the rights of subjects of personal data.
12.2. Cross-border transfer of personal data to foreign countries that do not meet the above requirements may be carried out only if the subject of personal data has given written consent to the cross-border transfer of their personal data and/or the execution of a contract to which the subject of personal data is a party.

13. Confidentiality of personal data
The operator and other persons who have access to personal data are obliged not to disclose to third parties and not to distribute personal data without the consent of the subject of personal data, unless otherwise provided by federal law.

14. Final Provisions
14.1. The User can get any clarifications on the issues of interest concerning the processing of his personal data by contacting the Operator using the email arca@arcavdnh.ru/en
14.2. This document will reflect any changes to the Operator's personal data processing policy. The policy is valid indefinitely until it is replaced by a new version.
