The Ministry of Culture of Russia will hold the 23rd All‑Russian Congress of Monument Protection Authorities as part of the “ARKA” exhibition at VDNH

On November 19−20, 2026, the 23rd annual All‑Russian Congress of Authorities Responsible for the Protection of Historical and Cultural Monuments will be held in Moscow. The event is organized by the Department of State Protection of Cultural Heritage of the Ministry of Culture of the Russian Federation, together with the Joint‑Stock Company "VDNH".

The congress will be held as part of the business program of the International Exhibition on Architecture, Restoration, Culture and Archaeology "ARCA", which will take place on November 18−20, 2026, in the "Forum" pavilion at VDNH. The "ARCA" exhibition will become the largest professional platform bringing together representatives of government bodies, architects, restorers, museums, the scientific community, developers, and manufacturers of technologies and materials for the preservation of cultural heritage sites.

The program of the 23rd All‑Russian Congress includes plenary sessions and thematic roundtables dedicated to the most pressing issues in the field. Participants will discuss improving the system of state protection of cultural heritage sites, issues of urban planning regulation, the preservation of UNESCO World Heritage sites, the protection of archaeological heritage sites, as well as other areas of state policy in the field of preserving historical and cultural heritage.

Currently, the Ministry of Culture of Russia is developing the business program for the Congress and is inviting the professional community to take part in its preparation. Proposals regarding the topics for round tables and discussion platforms can be sent to the Department of State Protection of Cultural Heritage of the Ministry of Culture of the Russian Federation. Information about the number of participants from the constituent entities of the Russian Federation, the final program of the Congress, as well as information on accommodation and transport services, will be provided additionally.

The holding of the 23rd All‑Russian Congress as part of the ARCA exhibition underscores the status of this new international industry platform as a key space for professional dialogue, the exchange of experience, and the development of solutions in the fields of architecture, restoration, archaeology, and the preservation of cultural heritage.
