      <turbo:content><![CDATA[<header><h1>ARCA: A New Professional Platform for the Preservation of Cultural Heritage</h1></header><h4  class="t-redactor__h4">Preparations have begun for the ARKA International Exhibition on Architecture, Restoration, Culture, and Archaeology, which will take place on November 18–20, 2026, at the Forum Pavilion (No. 20) of the VDNKh EXPO Congress and Exhibition Center</h4><div class="t-redactor__text">ARKA is a specialized international platform focused on consolidating the professional community in the fields of architectural design, cultural heritage preservation, and urban development. The exhibition brings together representatives of government agencies, development and investment organizations, architectural bureaus, restoration organizations, scientific institutions, and manufacturers of materials and technologies.<br /><br />The key objective of the event is to create an effective platform for sharing practical experience, demonstrating modern solutions, and developing interdisciplinary approaches to preserving and adapting historical and cultural heritage sites in the context of modern urban development.<br /><br />The exhibition will cover a wide range of thematic areas, including:<br /><ul><li data-list="bullet">architectural and urban planning design in a historical context;</li><li data-list="bullet">scientific restoration and preservation of cultural heritage sites;</li><li data-list="bullet">archaeological research and expertise in construction projects;</li><li data-list="bullet">innovative building structures and specialized materials;</li><li data-list="bullet">building and structure inspection technologies;</li><li data-list="bullet">museum management and modern exhibition solutions;</li><li data-list="bullet">professional tools and materials for restoration.</li></ul><br />Special attention will be paid to the adaptive adaptation of cultural heritage sites, the introduction of innovative technologies, and the integration of international experience into the practice of preserving the historical environment. <br /><br />The event is organized by VDNKh and the International Congress Center (ICC), which ensures a high level of professional expertise and international participation. The restoration of historical buildings contributes to the development of tourism, the creation of new public spaces, the growth of small and medium-sized businesses, and the improvement of cities' investment attractiveness.</div><div class="t-redactor__text">In recent years, the approach to preserving historical heritage has changed significantly. Previously, architectural monuments were primarily seen as objects that required budgetary funding, but today they have become valuable assets capable of generating economic returns. Many historic buildings have a high potential for integration into the modern urban economy, from hotel and tourism infrastructure to public spaces, cultural centers, and creative clusters.</div><div class="t-redactor__text">The President noted that lengthy approval procedures and complex administrative processes often become a serious obstacle for investors. In this regard, the government agencies have been instructed to work out measures to reduce the time required for the preparation and implementation of projects at cultural heritage sites, without compromising the requirements for their preservation.</div><div class="t-redactor__text">Special attention was paid to the development of mechanisms for financing urban environment projects. One of the key decisions was to legislate the possibility of selling cultural heritage sites along with the land on which they are located. The relevant law has already been approved by the Federal Assembly and aims to increase the investment attractiveness of historical real estate.</div><div class="t-redactor__text">For many years, a significant number of federal-level architectural monuments remained unclaimed by investors. The main reason was the complexity of the legal regime for such properties: a potential owner received a building with significant obligations for preservation and restoration, but often lacked the ability to fully manage the surrounding territory. The new mechanism eliminates this barrier by providing investors with a comprehensive asset: a cultural heritage site along with the associated land.</div><div class="t-redactor__text">It is assumed that the monuments will be sold in single lots. At the same time, the purchasers will retain the obligation to restore the historical buildings within the established timeframe. Until the restoration work is completed, investors will not be able to freely dispose of the acquired property, which should ensure the preservation of the objects and prevent speculative schemes.</div><div class="t-redactor__text">Market experts note that the new model can significantly increase business interest in redevelopment projects of historical sites. The land plot becomes an additional investment resource, allowing for a more sustainable financial model of the project and compensating for significant restoration costs.       <turbo:content><![CDATA[<header><h1>The Museum of Oriental Art has opened an exhibition dedicated to the 100th anniversary of Nikolai Roerich's Altai expedition</h1></header><div class="t-redactor__text">The Belukha Call. On&nbsp;the Roerich Route exhibition, dedicated to&nbsp;the 100th anniversary of&nbsp;the Altai expedition of&nbsp;the outstanding artist, philosopher, and traveler Nikolai Roerich, has opened at&nbsp;the VDNKh branch of&nbsp;the Museum of&nbsp;the East.<br /><br />The exhibition features about 70 works by&nbsp;contemporary Russian artists created as&nbsp;a&nbsp;result of&nbsp;a&nbsp;large-scale open-air expedition that took place in&nbsp;2022−2024 along the route that Nikolai Roerich followed in&nbsp;1926. The project participants visited the Altai Mountains, the Uimon Valley, and the surroundings of&nbsp;Mount Belukha, inspired by&nbsp;the region’s unique natural landscapes and cultural heritage.<br /><br />The exhibition presents paintings, works in&nbsp;the technique of&nbsp;tempera, as&nbsp;well as&nbsp;works of&nbsp;ceramics and bronze. The authors of&nbsp;the works are academicians and corresponding members of&nbsp;the Russian Academy of&nbsp;Arts, artists from Moscow, St. Petersburg, Krasnoyarsk, the Altai Republic and the Altai Territory.<br /><br />The central place in&nbsp;the exhibition is&nbsp;occupied by&nbsp;the bronze sculpture "The Roerich Family" by&nbsp;the artist Mikhail Kulgachev.
